June 1, 2022 Public Works Recommends Amendments to Sidewalk Ordinance

The purpose of the amendments are to encourage creation of networks of sidewalks rather than the “sidewalks to nowhere” which result from the Ordinance as it currently stands.
The amendments provide more sidewalk options and establish a sidewalk fund and protocols for sidewalk projects/networks.

What affects us in GO?
The proposed amendments provide an option for owners to pay a fee in lieu of putting in a sidewalk as required by the October 2020 ordinance. The fee amount will be approximately the same as the cost of installing a sidewalk. These fees would go into an area fund dedicated to sidewalk projects.

Exceptions to an automatic approval for paying a fee in lieu of building a sidewalk would be:

  • lots on a block with a school
  • lots on a block with existing sidewalks
  • lots that make up more than 20% of a blockface
  • corner lots - this exception drew concern from commissioners as running counter to the desire to avoiding “sidewalks to nowhere”
Lots not eligible for an automatic fee in lieu of building a sidewalk may seek approval from “The Sidewalk Committee” who may approve if:

  • sidewalk construction is infeasible
  • sidewalk creates a safety problem
  • a sidewalk project has already been approved on the blockface
  • sidewalk would adversely impact a street project

What is the Timing?
There is a public comment period (May 20 - June 23) prior to presenting the amendments to City Council for adoption in July.
Feedback on the proposal may be submitted here.
We are suggesting that you make a copy of feedback you submit and send it to Abbie Kamin, City Council District C.
Possible adoption would come late summer with an effective date in October.

What happens to all the money collected as in lieu fees?

Feb. 1, 2022 GOCC Civic Club meets again on Zoom, hopefully for the last time

At our February 1, 2022 Civic Club meeting, we will hear from Roman McAllen, Houston Office of Preservation (HOP) Officer. He will explain the designation of Heritage Districts and answer questions.
Come to the meeting with your constructive ideas and opinions. We cannot and will not have an open forum on whether Garden Oaks generally needs sidewalks. We will talk about the issue at hand – the impact of the sidewalk ordinance, whether we as a neighborhood want the Civic Club to continue to advocate for waivers, and the appropriate way to do that. I look forward to a productive discussion.

December 4, New GOCC Officers Elected for 2020

President – Tonya Knauth

My husband Rick and I moved to Garden Oaks in 2004, put down roots and expanded our family here. Our three children all attended GOMM, and we have been active in GO Kids and Boy Scouts, to name just a few of the groups we have enjoyed being part of. We feel fortunate to live in a small-town environment in the middle of a big city. I have volunteered and served the neighborhood in many capacities, and I have a strong desire to continue to work for everyone to improve our community.

Vice-President – Kevin David

I moved to Garden Oaks in 1994. As a child I spent a lot of time in Garden Oaks with my aunts and grandparents. My mother was raised in Garden Oaks and my father was raised in Shepherd Park Plaza. My wife, two daughters and I really love the subdivision and all the wonderful people who reside in GO and make this such a great community. Over the years I have seen many changes. I witnessed farewells to some great neighborhood staples but we have had several family-friendly new businesses open to replace them. I look forward to serving and doing my part to make our lovely community a better and safer place for all of us to enjoy.

Treasurer – Jeff Martin

– My family has lived in Garden Oaks for 11 years. We love our neighbors and the community and are proud to call Garden Oaks home. The three of us have volunteered at GOMM in various ways over the last 10 years and made friends with many wonderful GO families. I am the Vice President and Treasurer with my current employer and served as Treasurer for our local Cub Scouts for 3 years.

Secretary – Adam Pryor

– My wife Kendra and I are both new to Garden Oaks, having moved into the neighborhood in August of this year. With a two-year-old daughter and a newborn on the way, we were drawn to the family-friendly nature of the neighborhood, while still providing the access to great restaurants and shopping in the immediate area. Being new to Garden Oaks, I have chosen to serve on the board to get better acquainted with my neighbors and to help foster a greater sense of community.
